How the twenty-eight are measured
These are phases of the Moon, not places in the zodiac. The measurement is the angle from the Sun to the Moon, divided into twenty-eight equal parts of 12°51′26″ each. Phase 1 is centred on the New Moon, so the conjunction sits at its middle rather than at its edge; the first quarter, the full Moon and the last quarter fall at the centres of phases 8, 15 and 22.
Because the measurement is an angle between two geocentric longitudes, it is the same from anywhere on Earth. Your birthplace makes no difference to it. Only the moment does.
